ANPR (automatic number plate recognition) cameras will be installed at all entries and exits to the car park which will record all vehicle movements into and out of the carpark.
These cameras will take a photo of each vehicle movement, providing the vehicle registration along with time, date and direction of the vehicle movement.
CP Gateway, our parking management and enforcement system will calculate the time that all vehicles are on site (time between entry event and the exit event).
Parking Breaches will be issued to car park users who park for more than the 90 minutes allowed time period.

The vehicle registrations of Approved Users for the car park will be added to a ‘whitelist’ through the CP Administration Tenant Portal. These cars will not be Breached.
The Administrator within your firm will have the ability to add, amend and delete vehicles.

Approved Users will visit www.cpadministration.co.nz/daypass to obtain a day pass for an alternative vehicle. They will enter:
‒ Tenant ID (to be provided),
‒ normal registration of their vehicle;
‒ registration of the vehicle that they are using; and
‒ period that the registration replacement is required.
Our records will be updated for the period.
Only one of the two vehicles may be in the car park at any one time.
If the second car enters the car park while the first or replacement car is in the car park, it will be issued with a Parking Breach.

Approved Users will visit www.cpadministration.co.nz/amend-details and apply the change to vehicle details.
This may be a temporary change (eg while you are using a loan vehicle), or a permanent change (eg you have bought a new vehicle.

Tenant ID will be provided by the Administrator your car park.
They will also advise who to generate the Code required to submit a Day Pass or change approved user vehicle details.

The onus is on Tenants to obtain day passes when a different vehicle is being used.
If Approved Users receive a parking breach in error, they can submit a dispute at the address on the breach notice and the breach will be waived.

Vehicle owner, contact number and vehicle registration will be stored in the CP Gateway system while the Approved User remains allowed to use the car park.
Details of their parking movements for their vehicles will also be retained for 180 days as part of the overall vehicle movement history retention policy.

CP Administration Limited, will not share any vehicle movement data with any third party, except as required by law.

By entering the car park, car park users agree to abide by the Terms and Conditions of Parking, that are contained on a number of signs around the car park including at all entries and exits.
These Terms clearly state that car park users who park in breach of the Terms and Conditions will receive a Breach Notice.
CP Administration Limited is authorised under s142 of the Land Transport Act to obtain vehicle ownership data from Waka Tohahi.
Payment of Breach Notices can be recovered through the Disputes Tribunal if they remain unpaid.

Terms and conditions state that the car park is for the use of vehicle owners visiting tenants of Moorhouse Central.
Car parks users, who are in the car park after hours when not stores are open (eg car enthusiasts congregating in early hours of morning), will automatically receive a Breach Notice.
